Motion blur is often a matter of personal preference. Some swear by it's use. For others, it elicits a vomit-response. This effect, however, has good intentions.
"Motion blur" in the real world occurs in our brain when we see objects moving quickly. It also sometimes occurs in movies due to a difference in camera shutter speed, and the playback framerate. The effect is added into video games to make them appear more "realistic".
Motion blur can significantly improve the experience of the game you are playing by adding this realistic effect - but it may not be useful in competitive settings.
